Definition

The official process of recording land ownership and rights with the Rwanda Land Management and Use Authority (RLMUA), providing legal recognition and protection of land tenure under Law N° 27/2021.

Land Registration in Rwanda

Land registration is a cornerstone of Rwanda's land governance system, now governed by Law N° 27/2021 of 10/06/2021 governing land in Rwanda, which replaced earlier legislation.

Types of Land Tenure

1. Freehold (Full Ownership)

  • Highest form of land tenure granting full ownership rights
  • Generally reserved for Rwandan citizens
  • Maximum size limit: 2 hectares per individual (reduced from 5 hectares under 2021 law)
  • Foreign individuals cannot obtain freehold except by rare Presidential approval

    2. Land Concession

  • Contract granting investors rights to use state-owned private land
  • Maximum duration: 49 years
  • Used for agriculture, livestock, forestry, mining, or strategic projects

    3. Emphyteutic Lease

  • Long-term lease up to 99 years for residential purposes
  • Up to 49 years for agricultural purposes

    The Registration Process

    1. Application submission at the sector level

  • Demarcation and surveying of land boundaries
  • Public display period for objections (30 days)
  • Issuance of land title certificate

    Registrars of land titles include the Chief Registrar, Deputy Chief Registrar, and registrars at territorial locations, as governed by Prime Minister's Order of 2022.

    Land Dispute Resolution

    Regulated by Article 73 of Law N° 27/2021 and Ministerial Order No 004/MOE/22 of 15/02/2022 determining modalities and procedures for resolution of land disputes.

    Rwanda's Land Tenure Regularization Program (LTRP) has registered over 10.3 million parcels since 2009, making it one of Africa's most comprehensive land registration systems.
